General events

Not everything on the plan is a shift. A staff meeting, a training day, or a team party is a general event: it has a name instead of a position, it can invite specific people or inform everyone, and attendees answer with an RSVP instead of working the hours.

General events live on the same calendar and planning list as shifts, follow the same draft → published lifecycle, and can repeat on the same recurrence rules.
